In order to be placed on the agenda for the public hearing on December 1, 2016 you will need to submit an outline of topics and amount of time you wish to speak on each topic for a max of 10 minutes total. An example outline is provided below:
I would like to speak at the public hearing on December 1, 2016 re: “Estate, Gift, and Generation-Skipping Transfer Taxes; Restrictions on Liquidation of an Interest.” I will be speaking on [NUMBER] topics:
- How my business utilizes valuation discounts to pass the business on to the next generation (3 minutes)
- How the proposed changes in valuation discounts will affect my estate plan (3 minutes)
- What would happen if the estate tax bill were increased including selling parts of the business and laying off workers (4 minutes)

The public hearing is currently scheduled to held in the Auditorium, Internal Revenue Service Building, 1111 Constitution Avenue NW., Washington, DC 20224 at 10 am on December 1, 2016. Due to building security procedures, visitors must enter at the Constitution Avenue entrance. You must bring photo ID and cannot arrive prior to 9:30. The agenda of speakers will be available after the comment period closes on November 2, 2016, we will send out the list of speakers when it is available.
